In 20 century 90th, developed countries started to shift from industrial phase into information phase, thus much information technology related service job started to move to low-waged countries. According to the data of Gartner, the total enterprise software and information service market has reached 1273 billion dollars, and total ICT consuming will continue to grow up to more than 2000 billion dollars.During this tide of job shifting, India has obtained significant success, whose IT service export exceeded 80 billion dollars in 2014 and still expands in the future.At the same time, since China joined the WTO in 2001, economy has developed quickly, which helped to develop a huge domestic IT service market. Chinese IT software and service industry has also witnessed the quick expanding, resulting in a total 600 billion dollar scale, including export income of 50 billion dollars.This paper will retrospect the origination and development history of India and China’s IT software and service industry and pointed out that due to different economic, social and political conditions, China has carried out a "Domestic oriented" development model, while India has developed a "export oriented "development model, which will explain the reason that Chinese current industry competence over Indian industry.Furthermore, China will enhance such competence in the future and will climb up to the upper part of value chain, through providing of total solution to global market.Even more, during the undertaking technology paradigm shifting tide, including Social, Mobile, analytic and cloud, China has developed world class players, playing more and more important roles in global market. China has the possibility to lead the global IT service direction and changes the role from outsourcing destination to source.
