In China, small and medium construction enterprises accounted for 90% of the total construction.As small and medium construction enterprises is significant proportion in China, coupled with its business activities are usually part of the project and the professional part of the foundation, it is so improtant that the development of small and medium construction enterprises of the construction industry to promote healthy and sustainable development. However, on the business ideas and technological innovations, small and medium construction enterprises are relatively conservative, not the clear organization and the executable management system. Because of a lack of planning, forecasting and goal setting, the lack of long-term development goals and strategic planning, business management arbitrary, the business is ofen in a passive position in the competition.In this paper, we use macro-policy environment (PEST analysis) and the IFE matrix to analyze internal factors of enterprises in order to find Enterprise internal environment in which the advantages and disadvantages of external. And then, according to history of the development stage enterprises and their own situation, we proposed development strategy for its management model. Honor the reality of the situation for the company, we work out the management of institutional innovation, personnel training and attention to the convening and building of enterprise culture in three areas of strategic policy.In accordance with the strategic approach, companies in the technology and information channels will achieve higher altitudes and corporate finance and other issues will be resolved.Wuhan Construction Engineering Co.,Ltd.Huayi belong to small and medium construction enterprises. Through his research, it fully demonstrate the reality of the level of small and medium construction enterprises and the living environment, and it favorably solve the core competitiveness of small construction companies to identify and how to implement the full implementation of the strategic planning and effective control and other issues. Since changes in the environment and the strategic objectives of the prospective, in the implementation of the strategy process,we must evaluate on strategy, control and adjustment,and take timely corrective measures to correcte and adjustment phenomenon to deviate the target, in order to ensure the strategic target realization. Enterprises should actively to study our place of internal and external environment, discover opportunities and threats, define its own advantages and disadvantages, and corresponding measures, seize the opportunity, in order to avoid the threats volatile environment in developing themselves down. Such to solve the most parts of small and medium-sized construction enterprise strategic management problems existing has extensive practical significance.
