Today, Modern sense of the government budget has a history of hundred years. The study of the government budget by the economists made a number of achievements, greatly stimulated the improvement of the government budget management. However, the Western developed countries and developing countries have not found a perfect system of government budget management, and this situation is more serious in China. Our Government Budget Management System Reform in China is a hot, focus and difficult problem. There are existing a close relationship among the success of government budget reform and development of national economy, socialist production process, capital efficiency and many other aspects of people's living standards, so to make the budget a useful tool for the government, we must accelerate the pace of reform.The main research contents:The first chapter introduces the contents, purpose, significance of the research and the current situation at home and abroad, The second chapter introduces the public budget management experience abroad, The third chapter describes the development process of China's budget system and management of the budget system, Chapter IV analyzes the problems of the budget system, Chapter V presented on the proposed reforms of the budget system, Chapter VI concludes the paper.The main significance of the thesis:firstly, we can recognize the severity of the reform of budget system through this study and identify the existence of the current budget system deficiencies such as the lack of venture capital contingency, balanced allocation is unreasonable, unscientific subject setting of the budget system, no budget amendment is the right of deputies and other issues, then make recommendations accordingly. Secondly, I will propose some suggestions to the exist problems of the reform of budget system.
