Secondary distribution of refined oil is the process that the oil distribution company through the scheduling route of oil transport to ensure the gas station to meet the needs of users before the oil sales.In this process,the refined oil has a huge demand and has to be distributed frequently as a type of daily consumables,which brought high distribution cost.However,the existing secondary distribution relays on experience too much and lacks of reasonable planning,resulting in low delivery efficiency and high cost.On the other hand,refined oil is also a type of dangerous goods,which determines the distribution process will have a security threat to the surrounding environment.It will be disastrous if there is an accident,so the distribution risk also needs to be considered when optimizing the distribution cost.In this paper,the original risk model is improved according to the problems existing in the secondary distribution of refined oil,and the risk of vulnerable centers are analyzed in the distribution process.Then a multi-objective optimization model of secondary distribution of refined oil with cost and risk is constructed and solved by a designed hierarchical search algorithm,which provides decision support for the secondary distribution enterprises.The main contents of this paper are as follows:(1)The related concepts and characteristics of secondary distribution of refined oil are described,and the existing problems and the objects that need to be optimized are analyzed.This paper analyzes the key factors influencing the distribution risk,and considers the influence of the real-time vehicle loading and the changeable affected population to construct the optimization model of the secondary distribution route of refined oil.This paper also takes the public risk in the urban population agglomeration area into consideration,and introduces the risk concept of vulnerable centers and establishes the optimal model of it.(2)The optimization model considering the time-varying risk of secondary distribution of refined oil is established.The local search ability of genetic algorithm is enhanced by introducing the neighborhood search algorithm in the iterative cycle,and the validity of the model is verified by numerical examples.At the same time,the problems existing in the model solving are analyzed,and the conflicting attributes of cost and risk objectives in the secondary distribution of refined oil are pointed out,and the possible problems of the weight coefficient method and the corresponding solutions are also pointed out.(3)Considering the risk of vehicles to the urban population agglomeration area,the optimization model of the secondary distribution of the refined oil considering the road risk and vulnerable centers is constructed.A layer-optimization algorithm is designed to solve the problem of the weight coefficient between the two objectives and highlights the priority of the optimization targets,which meets the optimization requirements of the distribution enterprises and realizes the optimization of the whole transportation cost and distribution risk,enabling enterprises to operate in the actual planning.
