Participatory Budget:the Effective Implementation Path Of Reforming In Public Budget

The word "Participatory Budget" from Brazil is point to introducing positive citizen participation orderly in the process of government budget, which makes citizens participate in the discussion of public policy or specific project in core public domain, also it can make citizens decide substantive distribution of public resources and supervise the using efficiency of public resources actively. Participatory budget tries to break the mode of experts’ruling in public budget and introduce new democratic budget mode. What’s more, it will be used as a new public decision-making mode by citizens selecting policy or specific project and supervising the using efficiency in public resources to make citizens supervise the government "pocket" into effect.It is the21st century that is a leading era for citizen participation and civil management. With the upsurge of the civil autonomy consciousness, which has set up wave in the fields of a citizen participation in decision-making process, civic participation and supervision have increasingly become an important link in public decision-making. Public budget, this long-term mysterious field by experts rule, has become a focus drawing citizens’attention. With introducing the successful experience of participatory budget in Brazilian, our country has started pilot reform of participatory budget in few areas and gotten some preliminary results. While what problems do exist in participatory budget? To promote participatory budget widely in our country, what should be done or how to improve and adjust? This paper will make a research in these questions and put forward some preliminary conception.This paper reviews the related research achievements of domestic and overseas scholars about participatory budget, and then makes an evaluation. About participatory budget’s content and scope, this paper redefines it and analyzes the connotation and extension of the participative budgeting. Based on which, this paper introduces the experience and achievements of participatory budget in Brazil. By combining with the practice of participative budgeting pilot in our country, this thesis sums up deficiency of the participatory budget practice in China at present, and puts forward some specific countermeasures to complete the participatory budget.
