The Preliminary Research On The Construction Of Tourism Satellite Account In Hunan Province

Tourism as an important social and economic phenomenon has increasingly paid more attention in world because of the gradual increase of tourists and scale. The development of tourism not only promotes the increase of economy, but also increases revenue, residents' wealth and foreign exchange, creates the opportunity of employment, and drives the connected industries'development, etc. There are some difficulty problems hovering on researchers of tourism, e.x. the contributed rate of tourism industry to national economy, methods to measure the rate impersonally, the comparability, veracity and creditability of tourism statistics data. So, researchers in many countries and organizations all try to find a new method to measure the influence of tourism industry on the national economy.Tourism satellite account (TSA), recommended by the United Nations and WTO, etc, is an internationally identified method to measure to the influence of tourism industry on the national economy, which data has the comprehensive comparability in different countries, regions and industries, playing an important role in establishing tourism development policies and strategies. Regional tourism satellite account, organizing tourism satellite account in some region, is thought of as a regional statistic method, regarding to national tourism satellite account. Hunan Province is becoming from the rich resource of tourism to the strong economy of tourism, which increased rate of tourism industry has been 20% in ten years, where it is meaningful that regional tourism satellite account is used to measure the influence of tourism industry on the national economy.The paper analyses the current characteristics and deficiency of tourism statistics and national economy account in China, then states theories, process, framework and methods of tourism satellite account, discusses the necessity of tourism satellite account in Hunan Province, puts forward the main steps of establishing tourism satellite account and difficulties of the establishing process, and finally demonstrates the current work of establishing regional tourism satellite account in Hunan Province and the development direction of tourism satellite account.
