The rapid development of market economy has promoted the reformation of taxation system. The reformation direction was put foward in the Third Plenary Session of the Party's Sixteenth National Central Committee. It is that the property tax would be levied when the required conditions were availabile, some related fees would be canceled. Meanwhile the basic idea of the property tax reform is that: broad tax base, low tax rate, and levy a formal property tax; levy the tax base on assessable value of real estate, not both in the original value and rental income.Once the property tax was levied, there are large stock of real estate tax bases should be appraised. But the real estate appraisal methods are not meeting demands both in time and cost. The normal practice in international is using the mass appraisal. Mass appraisal is one of the methodologies that have been employed for the real estate assessment. Specifically, it is a real estate appraisal process that in a given time, using the same date and uniform methods, basing on the statistical test.In this paper, mass appraisal is not a kind of appraisal method, but a kind of appraisal technique. The application of mass appraisal include:(1) classify the real estate of the appraisal area according to the usage; (2) zone the real estate of the appraisal area according to the natural wards, roads and real estate features; (3) then the real estate would show consistency in statistical characteristic, find the influence factors of real estate value by field investigation; (4) analyse the data through model, obtain the numerical relationship between value and the factors. Based on the theoretical research, a positive analysis is put forward. We determine the shops along the streets as subject property. On the one side, there are plenty of the kind of shops in the city, and it is the basic of the mass appraisal; on the other side, leving on this kind of shops by mass appraisal method is a replacement of the traditional house property tax. It is necessary that leving on parts of profitable real estate by mass appraisal in some provinces and cities. It can gather experience and is helpful for the promotion of the real estate taxation reform. The research of this paper can provide reference for the actual operation.This paper consists of five chapters:Chapter one:introduction. As the beginning of the paper, we state the research background and significance, analyse the research situation both home and abroad, and then introduce the research methods and content.Chapter two:overview of mass appraisal in profitable real estate. In this part, we state the concept and theoretical basis of mass appraisal, use the income approach as the core of mass appraisal, then analyse the technical route and workflow.Chapter three:practice of mass appraisal in other countries and regions. Here we introduce the mass appraisal practice experience of America, Lithuania, South Africa, and Hong Kong. Then we take some useful example from them.Chapter four:positive analysis of mass appraisal in profitable real estate. This chapter is the key of the paper. We chose an area of dalian as the appraisal object. Firstly we differentiate the types and subareas of the profitable real estate in the chosen area. Secondly we confirm the effect factors of real estate value. Thirdly we calculate the value of certain real estate in every subareas by the regression model, then inspecte and evaluate the appraisal result.Chapter five:conclusion. In the conclusion, we state the viewpoint of the research,and point out the creative work,shortcomings and some problems that are needed more study.
