At the beginning of the 21 st century, information was around the world on an unprecedented momentum. Information has become overwhelming trend in today's world. Information has also become the measure of the degree of a country's modernization level and an important indicator of a country's national overall strength. Information gap has become one of the common concern topics around the world which restrict the development of information society.Information gap that "digital divide", "which is the'information gap', 'knowledge-separated','rich-poor divide'problem because of different levels of the information and network technology application caused by different countries, regions, industries, enterprises, among the crowd in the global digital process ".Information gap that exists not only between countries and countries, region and region, but also between different groups of people. China is at a special period of social transformation now. Compared with developed countries, there is a huge information gap in China. While there is various social conflicts cross country, which will further expand our domestic regions, and differences between urban and rural areas. The gap between the crowds will eventually respond to the development on social and economic. China is a big agricultural country, agriculture, rural areas and farmers that the "three rural" issue is the problem which our country expected to solve. If facing the information gap between urban and rural areas expand instead of taking measures to improve, it will pose a threat on building a harmonious society in China. Therefore, it is the need to conduct a comprehensive study on this issue.This paper describe the information gap between urban and rural causes, effects of the gap in China on the current situation, and also introduce the lack of the measures China has taken to narrow the information gap between urban and rural areas. Then made a more comprehensive attempt to study and learn how India did on narrowing the gap between the information. Paper includes the following sections:The first part is the introduction; this study will focus on significance, research status.The second part is an urban and rural information technology to analyze the situation. It was divided into three sections, the first section will introduce information technology and the concept of the digital divide, and the second section is to introduce the information fair. The third section mainly analysis the gap between urban and rural areas in the possession of information tools, the application of the information gap between urban and rural.The third part summed up a variety of the reasons of urban and rural information gap, because of historical reasons, the weak sense of information technology of the citizens, while China's urban-rural dual structure, all has long become the inevitable factors in the digital divide between urban and rural areas. In addition, urban-rural income gap, the public and the differences in education level of the farmers and citizens also affected the urban and rural information gap formation and expansion; and illustrates the information gap between urban and rural areas will further the impact:increasing rural poverty gap between the rich and the poor, and conducive to social stability and so on.The fourth part analyze the problems and the shortcomings between the urban and rural areas of narrowing the information gap, focusing on three issues:the first section is to discuss the regulations and rural information systems lagged behind, and from the four aspects to discuss:lack of overall planning and coordination on Rural Information Construction; lack of the rules and regulations for agricultural information, lack of proper management of rural information system; a single information development mode. The second problem is the development of agricultural information resources underutilized. The third problem is China's great demand for information technology human resources, but now the recently workers can not meet market demands, we are lack of information technology talents.The fifth part is to learn from India on the development of agricultural information, and give the countermeasures for narrowing the information gap between the urban and rural areas. This part is divided into four sections, the first section comparing with China describes the status of rural information in India, the second section describes the measures in narrowing gap between urban and rural information in India; the third section introduces what the Indian government do in narrowing the information gap between the urban and rural, and explores the reference to China; the fourth section put forward the suggestions to narrow the information gap between urban and rural areas, based on the leading role played, our government could actively mobilize the social forces to participate in the Rural Information construction. In addition, the government should accelerate the formulation of specific plans to reduce the information gap and improve the development of information-related policies, regulations and standards; at the same time, speed up the education system reform to train more practical information technology personnel.Finally, Part VI, Conclusion. Summarize the main contents of this study and describe the practical, theoretical significance; propose the deficiencies of the study and the need for further research.
