Study On The Unified Design Between Urban And Rural Areas In Contemporary China

Since the introduction of the reform and opening up policy, China has scored achievements in economic and social development that have captured world attention, and which has provided a solid foundation for the construction of modernization of China. But for a long time, owing to reasons of history, system, idea and so on, China has formed dualistic urban and rural social structure, which has caused big gaps, development disharmony and serious unbalance between urban and rural areas, especially the issues concerning agriculture, rural areas and farmers are the foremost ones, and which has become the bottleneck of the national economic development. The issues have following represents: deprivation of urban areas to rural areas has caused lack of necessary funds and potentiality in development of agriculture and rural areas development that will cumber the whole modernization course; the slowness of the process of market in rural areas and low rate of transforming agricultural products into commodities make it difficult to increase farmers'incomes and make the income gap between urban and rural areas becomes bigger. Except for the solving of agriculture, rural areas and farmers, our modernization construction will be difficult to carry through, and our aim to build an all-round well-off society will be difficult to realize without the well-off rural areas. So in the report of 16th Party Congress, the strategy of balancing urban and rural development and building a new socialist countryside is introduced, which asks us to study and solve the issues of agriculture, rural areas and farmers by standing in the height of the overall development of national economy and society, and which also asks us to change our traditional idea and practices of giving a long-standing favor to the urban areas over the rural areas. So in the present stage it is the urgent request, especially for the building of overall development of national economy and society, to break the division between urban and rural areas, to promote the coordinated development of urban and rural areas and to form a new pattern that integrates development in urban and rural areas, which is also the important matter of building a harmonious society, the important embodiment of implementation of the scientific viewpoint of development and the aim that our new rural areas of socialism construction pursues.Under the guidance of the general theory of relation between urban and rural areas, system theory, and the scientific viewpoint of development, this paper adopts theoretical analysis to expound comprehensively the meaning of the new pattern that integrates development in urban and rural areas and the inevitability of the development of it. In this paper, we will know that it is the ultimate approach to solve the issues of agriculture, rural areas and farmers in the new stage, which will deepen and improve the construction of new rural areas of socialism, and which is also a symbol that modern economic structure between urban and rural areas begins to change from duality to unification that will push our national economic and social development to a new stage. This article adopts demonstration research method to analyze the reasons and effects of the division between urban and rural areas and indicates the actuality of division between urban and rural areas. On the basis of deep investigation and research, this paper uses development experiences of the unified design between urban and rural areas in other countries, and introduces constructive suggestions to change the dual structure between urban and rural areas and to realize the integration of development between urban and rural areas.We can also see some innovations in this paper. Firstly, the topic selection shows that this paper will change the traditional thinking mode to study agriculture, rural areas and farmers from themselves but study the realization of amalgamation of urban and rural areas and development that integrates urban and rural areas basing in the building of harmonious society of socialism and the construction of new rural areas of socialism, which is a innovatory exploration and study. Secondly the research methods are very new. Under the guidance of the general theory, system theory, and the scientific viewpoint of development, this paper will stand in the height of the overall development of national economy and society, and will adopt demonstration research method and comparative research method. In the end, this paper will study the unified design between urban and rural areas from a brand new point of view, and considers that it is a dynamic process of positive interaction, co-development and co-prosperity.In theory this paper will benefit people to deepen the understanding of the unified design between urban and rural areas. In ideology this paper will arouse people to pay much more attention to the harmonious development between urban and rural areas and the issues of the unified design between urban and rural areas, and will push further study on it.
