A Study On Anti-corruption Pattern Based On The Public Budget Institution

In recent years, although our country took measures one after another to combat corruption, the situation remains serious. Inspecting the existing anti-corruption pattern, we can find that the present pattern is the Party leading one which is to combat corruption by regulating cadres. This pattern played the vital role in the past. But its defects are also obvious, includes neglecting to regulate the use of financial fund as well as failing to limit the authority boundary. Different from the pattern of cadres regulation, the pattern of financial fund regulation restraint corruption through the public budget institution. It's because the public budget institution itself contains anti-corruption mechanism. From public budget institution's connotation, publicness contains two aspects: the public authority and the public finance. As all activities of government need financial funds to support, and all revenue and expenditure activities of government must be authorized and admitted by Parliament. So this indirectly decided the scope and active process of government. Any corruption because of exceeding authority or rule violation in process will receive severe restriction. From the public budget system's structure, budget drafting, examination, execution, and exposure units also contain the counter-corruption mechanism. Based on the above theory, we can get the conclusion that it's possible to establish a new pattern which lies on the budget institution mainly to supplement the present pattern.And some countries'practise on combating corruption by the public budget institution can provide helpful experience. we must absorb the beneficial experience , pay much attention to unsuccessful lessons, and must take seriously to the system of budget opening.The new pattern takes National People's Congress, government's Finance department and ordinary citizens as the main body and finally realizes the effective anti-corruption through preventive and remedial anti-corruption process by many kinds of mechanism.In the past, people always do this research from the subject of political science, economics, culture and psychology and so on. The paper study the corruption combating from the finance point of view absorbing other points of view of the conclusions. In addition, from the financial and budgetary perspective to research anti-corruption can provide new perspective for public budget institution study. In the discussion, the paper also integrated use the qualitative, quantitative, history, structure, comparative research method. The new anti-corruption pattern makes up for the previous pattern, if two patterns can be used together, it will be more effective fighting against corruption.
