Research On The Foreign Investments Of Electric Power Toward Southeast Asia

Since the reform and opening up took place in China, large foreign exchange reserves had been accumulated, as well as the application of capital added the new content "Going Global" strategy started from the simple "INTRODUCTION" strategy,under the quick rapid economic development。The 16th National Congress of the CPC has put forward the nationwide "Going Global" strategy. Therefore, foreign investment has become a new direction for China's economic development. Yunnan Province proposed the "BRIDGEHEAD" development policies facing to ASEAN, South Asia, trying to deepen exchanges and cooperation with them by taking the channel advantage to this above area. Electric Power Industry, as an important component of energy industry, has become the fundamental industry in national economic and social development. With Republic of China developed for more than 60 years, until 2008, the capacity of installed power, ranking second in the world,at an average of 10% national electrification rate, has reached to 792.53 million kilowatts, which provided an important guarantee for the national electrification。The Internationalization is the inevitable trend for the development of industry in the new era. The electric power Industry has been taking the positive transfrontier investment, which attracted theorists and industries under the background of nationwide "Going Global" strategy and the "BRIDGEHEAD" policy. However, while analyzing the existing literature, there is still a lack of research results applying in-depth system analysis with related theories. So, this paper make the deep analysis with related theories based on drawing on and absorption the existed research results according the characteristics of power enterprise's foreign investment. Trying to make some progress and innovation in research and some good way to the theory and practice for the Southeast Asia's transfrontiers electric investment.By referring to the international direct investment theory, the question of transfrontier electronic investment facing to Southeast Asia will be discussed in this paper, combined the theory and planning of electric power Industry's development, under the background of "Going Global" strategy. The paper summarized the transfrontier electronic investment facing to Southeast Asia and divided the process into two stages:the start and exploratory stage (1990-2005) and the mature stage (2006-present). Also summarized and analysis the status of the Southeast Asia's transfrontier investment objects, such as the China Southern Power Grid Co., Ltd and five national independent electricity company --- Huaneng, Huadian, Datang, Guodian. Secondly, the paper selected the following typical problems discussed:First, the Evaluation of Southeast Asia Asia's transfrontier Investment Environment and location choice;Second, the capital operation ideas and innovation of the transfrontier electric power investment;Third, the risk analysis of the electric power investment and corresponding measures.Then, this article selected the Ruili River Power Station and the National Grid obtaining the right of the Philippines grid as typically example in electrical source exploitation and energy grid investment. And trying to checkout the validity and the real value of the paper's academic research in the actual application by the analysis of the example.The results show that:the electric power Industry should put the transfrontier investment as one of the basic development strategy on the current and from now on based on the background that China is moving into the worldwide economic powerful nation. It's necessary for the electric power company make some research for the typical problems, such as investment environment, capital operation and risk analysis, to make sure the success of the investment projects, optimize the corporation's allocation of resources and improve the company's overall efficiency while facing to the international market development and management as soon as possible.The exploration and innovation has been made in the international development strategy for the electric power industry in this paper. Yet such kinds of systematic research and correlative analyzed results can't be found on the current. So it can be seen that the topic selection of this paper is advanced, forward-looking and practical. The research results will offer some guided applied value for the author's actual work and the development of the company and provide certain reference for the transfrontier investment for the electric power industry.
