In the "Outline of the 12th five-year plan" published this year, "environmental protection and economic development" is regarded as a very important task. By integrating the concept and requirements of environmental protection into the entire process of economic development, we need to emphasize the leading and controlling role of environmental protection on economic development. This dissertation is written based on the idea of "environment first". Although our nation conducts environmental impact assessment in the feasibility studies of engineering projects, many current methods have various limitations in the actual implementation, thus unable to provide comprehensive quantification and evaluation on environmental problems caused. Therefore, being unable to completely include economic loss of regional environment caused by engineering projects into projects'economic evaluations will greatly undermine the accuracy of the evaluations. While if including the environmental loss in feasibility studies, many projects may be rated infeasible. Under such circumstances, this dissertation raises a new evaluation model-the shadow price model, to resolve the abovementioned problems.In order to fully understand the necessity and theoretic basis of economic evaluation of environmental impact of construction projects, this dissertation starts from the concept of environment-economy unification, applies relevant theories of environmental crowding-out and shadow price, proposes the knowledge system of projects' environmental evaluation, in order to realize evaluation chooses factor and environmental quality-economic gain & loss analysis indices of projects'impact on environment, establishes an index system, under the current social and economic situation focuses on the indices of environmental quality-economic gain & loss, based on the evaluation technique establishes the shadow price model and integrate evaluation results.In the practice, this dissertation takes the oil extraction project of the 2nd Factory of the Changqing Oil Field as an example, understands the sewage discharge and relevant processes of oil extraction, analyzes the characteristics of environmental impact and estimates the damage of sewage emissions on Qingyang's natural and social environments. Applying the shadow price model, the shadow price of environmental costs per ton of sewage discharged is 26.98 yuan, which is more than 35 times of the current sewage treatment charge,0.7 yuan/t. The above mentioned environmental costs were largely ignored in the past. Currently in order to reduce the pollution, the factory is building a "green oil field" and has achieved a series of excellent performance. In the end of this dissertation, the concept and the construction process of "green oil field" are analyzed; relevant suggestions are also proposed.
