With the fast development in the 21st century, the enterprises are encountered many problems not only including the renovation of the products and the market-share expansion, but also including the problems of how much profit-making human resources they have got. Excellent talents play a vital strategic role in the enterprises'progressing. The mid-level managers own rich management experience as well as advanced professional technical knowledge; they are the cornerstone of the enterprise. It is important for the leaders of an enterprise to carry out suitable compensation incentive allocation method to attract the talents'enthusiasm on work so as to fully exert their creativity. In order to cultivate the mid-level managers'human value, it is necessary to find the scientific means to realize it.The research object of this paper is the mid-level managers of state owned enterprise equipment of metallurgical manufacturing enterprises in Xi'an. By the analysis of the said industry's background and its characteristics, we may find the reasonable compensation configuration is still an effective means to excite mid-level managers'work enthusiasm. Therefore, how to scientifically use the compensation means to effectively excite the mid-level managers is the main content of this paper. It is of vital significance for an enterprise's healthy development to effectively excite the mid-level managers.Based on vast reading of the relevant references and combined the background and the characteristics of the metallurgical equipment manufacturing industry, the paper defines the concept of the said industry's mid-level managers and analyzes their characteristics. According to the said industry's human capital characteristics of the mid-level managers, the paper classifies all the managers into four categories and constructs the relevant human capital pricing index system, using AHP and Fuzzy Comprehensive Evaluation Method calculating the mid-level managers' human capital pricing index. On the basis of all the human capital pricing index, enterprise profit and the department weighting factor, the paper prices the human capital of the mid-level managers, puts forward and constructs a compensation allocation model of the human capital pricing. Finally, with the help of the relevant data from a sample enterprise in metallurgical equipment manufacturing industry, the paper carries out a practical analysis.
