Since the 21st century, with the development of economical globalization and regional economic integration, urban agglomeration has being the basic form of space organization about regional economic development, urban agglomeration economy has became the important part of the world's economic development, the international competition will be more about urban agglomeration's competition, the improvement of the whole competition will speed up the development of itself and the whole region and country. Regional economic disparity is the result of many factors which interacted with each other and is evitable, what's important is how to adjust these disparities and make full use of them. The provincial capital agglomeration is an important part of the Shandong province, there are many inharmonious factors and disparity in its development, so we mainly find these factors and its reasons from different angles, and then adjust them to achieve harmonious development and improve the whole competition and the development of the central and western regions. With the development of the regional economic integration of both home and abroad, the integration of the urban agglomeration is its future trend.The Shandong provincial capital agglomeration is in its growing phase and belongs to middle-sized urban agglomeration, there are both opportunity and challenge in its development and also some obstacles incurred by itself. This paper is divided into five parts: the first part is the introduction about the relative theories; the second part is mainly about the definition and the present situation and competition of the urban agglomeration; the third part analyzes the disparity empirically; the fourth part introduces the impetus of the integration, including the feasibility and the opportunities and challenges and dynamic mechanism; the fifth part designs the ways which can boost the integration.
