Study On Regional Human Environment Discrepancy Of China

Human environment discrepancy is the most important factor which influences regional economy development and scholars admit its widely effect day by day. Combining with the relevant research development of regional human environment discrepancy from home and abroad, and from the viewpoint of region, human environment and the relationship between regional human environment and discrepancy, this paper defines the conception of regional human environment discrepancy, and concludes the relevant theories and methods of regional human environment discrepancy. Then establishs index system of comprehensive evaluation on regional human environment discrepancy. Based on the above analysis, taking 31 provinces (municipalities, autonomous regions) as the study objection from 1992 to 2008, and by the means of a number of regional discrepancy and polarization recently developed measures, on the base of analysis of abroad and domestic studies on regional human environment discrepancy, this paper makes qualitative and quantitative analysis of human environment discrepancy and polarization, the structure of discrepancy evolvement, comprehensive discrepancy and the causes of discrepancy, and puts forward some constructive strategies and measures for the optimization of human environment to speed up regional economic development. This thesis has 10 chapters.The 1st chapter is introduction of this paper, which gives us the research background and significance, research thoughts and methods, basic content and structure and the source of data.The 2nd chapter is the literature review,which mainly concerns about the development of research in regional human environment discrepancy in home and abroad, and lists the problematic issues in the existing literature.The 3rd chapter talks about the basic theory of regional human environment discrepancy. It discusses the concept, components, characteristics, function of the reginal human environment discrepancy, and influence on the economic development.The 4th chapter introduces researchful measures on regional human environment discrepancy. It discusses index system of evaluation on regional human environment discrepancy. Correlative test was conducted between the indicators selected and the level of regional human environment. The obvious relationship between them is found according to the test. It analyses three measurement methods of regional human environment discrepancy, including the absolute, relative and the comprehensive disparity. This article takes 31 provinces(municipalities, autonomous regions)as the research unit, using a panel data of them over the period 1992-2008.Chapter 5 evaluates regional human environment discrepancy by the polarization analysis method. Between 1992 to 2008, the narrowed trend appears in regional human environment discrepancy of China, but the range and trend that the human environment discrepancy changes are different in different area and periods, it experiences the period of "drop-rise-drop again". It indecates that after adopting a series of policies that accelerate the development of the central and western regions, especially with the implement of scientific development, the regional human environment discrepancy of China is diminishing gradually.Chapter 6 examines the structure of discrepancy evolvement. The results indicated that there are close relationship between regional human environment discrepancy of China and the higher share and the un-equilibrium distribution of the employment nonpublicly-owned enterprise. Regional human environment discrepancy is mainly changed by concentration effect and structure effect, and the former played a leading role. The diminution of regional human environment discrepancy of China are mainly shown by the reduction among the east, northeast, middle and west areas of China. The intra-regional difference in east is maximum, on the contrary middle is minimum. There are not much discrepancy inside northeastern and west district. With the rapid progress of economy and society, the convergence can be found among the east, northeast, middle and west areas of China. Regional human environment burgeons among provinces, municipalities and autonomous regions have different contribution to the regional discrepancy convergence and divergence. Four regional types are divided by the trends of all provinces, municipalities and autonomous regions such as upwardly diverging (Beijing, Shanghai, Jiangsu), downwardly diverging (Hebei, Shandong, Jilin etc.), upwardly converging (Heilongjiang, Anhui, Jiangxi etc.) and downwardly converging (Tianjin, Zhejiang, Fujian etc.).Chapter 7 is an examination on comprehensive discrepancy. As to the inequality of regional human environment development, the level has emerged in stair distribution from the east to the west. The area of coastal China shows developed type, while inner areas shows undeveloped type.Chapter 8 tries to demonstrate the causes of discrepancy from seven aspects. The main reasons of the formation and transformation of regional human environment discrepancy are historical development basis, thought concept and value, regional development police and strategy, financial marketing and law degree, idea of cultural education, scientific and technological innovations, consciousness of social service. The historical development basis, thought concept and value, regional development police and strategy are the key factors to the regional polarization of regional human environment discrepancy.Chapter 9 puts forward some constructive strategies and measures for the optimization of human environment to speed up regional economic development. In the process of optimization of regional human environment, it should be fully recognized that regional human environment plays a role of innovation and exemplary, coordination and integration. Regional human environment is characterized by its regional and independence, comprehensiveness and cross, flexibility and variety. In order to achieve healthy, orderly, integrated and coordinated, fair and efficient optimization objective, some principles must be followed such as regional integrated, dynamic coordination and democratic centralism. The optimization of regional human environment should combine with the regional actual situation, aiming at the existing problem. The strategy includes: updating philosophies and concepts; fastening adjustment of regional development police and strategy; completing and perfecting the workings of the regional marketization and law; increasing investment of education; accelerating scientific and technological innovations; improving the level of social service; planning regional human environment. Only in this way, can we accelerate area-economy development.Chapter 10 is conclusion, the research results are summarized, conclusions and innovations are made, and suggestions for future study are proposed.As can be seen from the above, the main innovative viewpoints are as follows:(1)the paper defines the conception and connotation of regional human environment discrepancy, then establishes a set of comparatively thorough evaluative indexes system. (2)Based on foreign relevant research methods on regional discrepancy and polarization in recent years, this paper quantitively evaluates the collective level and transformation characters of regional human environment discrepancy and polarization of China from 1992 to 2008.
