Study On The Relationship Between Enterprise Independent Innovation Caplbility And The Level Of Intellectual Property Protection In Shanxi Province

In this new era where the competition of science and technology is intense increasingly, the ability of independent innovation play a vital role on the countries, regions or enterprises, enhancing the ability of independent innovation become the key elements of improving the competitiveness for a region. As a less developed province, Shanxi province engages in coal, metallurgy, coking and other traditional industrial production primarily, the level of technology is limited, there are some differences in innovation ability compared with other eastern provinces, therefore improving the ability of independent innovation is imperative in Shanxi province. Intellectual property protection is an important variable which affects the ability of independent innovation, researching the relationship between intellectual property protection and the capacities of independent innovation, and establishing reasonable intellectual property strategy, which has important guiding significance for improving the ability of independent innovation of enterprises in Shanxi Province.With the knowledge economy era, the research about intellectual property protection has become the focus of academic and theoretical circles, but they were theoretical research mostly, the measurement and calculation of intellectual property protection level were less relatively. Rapp and Rozek measured the level of intellectual property protection for the first time. On their basis, Ginarte and Park proposed more in-depth calculation method. By Ginarte-Park method, the paper estimated the extent of legislation in Shanxi Province; it reached that the legislative system of Shanxi province has become perfect gradually, and its legal system of intellectual property has become complete relatively.since the intellectual property legal system of china were changed in 2001, its legal provisions have been gradually complete. However, only by the static variables, it can not fully reflect the level of IPR protection in Shanxi Province, so the concept of "implementation effective " was used. It obtained the level of IPR protection in Shanxi Province has been gradual going up, by the legal system and implementation effective, a greater increase in recent years, indicating that people's awareness of IPR protection is gradually growing, but the implementation effect of legal is relatively poor, thus strengthening the enforcement of intellectual property laws is an effective means of intellectual property protection.Ability of independent innovation of enterprises has been focus in theory circle, independent innovation ability evaluation index system was put forward by National Bureau of Statistics in 2005, the index system included four indicators, and they were latency technological innovation resources, evaluation of technological innovation activities, technological innovation production capacity and technological innovation environment. Taking into account the authority of indicators and data availability, by the evaluation index system and method of principal components, it obtained the overall capacity of independent innovation was in a constant upward trend since 2000, but the innovation development is uneven. Ability of independent innovation is relatively stronger, indicating that enterprises have gradually strengthened the ability of independent innovation seriously, and carried out more innovation, but relative to other elements, the environment of independent innovation of enterprises become more weaker, which asked business and government to provide more favorable business opportunities for innovation, and gradually improve business environment for innovation.After analyzing the status of IPR protection level and independent innovation of enterprises in Shanxi province, next exploring the relationship between the two. there are different academic perspectives about the relationship between the two, some people argued that strengthening intellectual property protection will encourage original innovation, and promote technological innovation; other people thought that strengthening intellectual property protection extended range, which is not conducive to technology transfer, and is a negative impact on innovation in developing countries. However, raising the level of IPR protection is to promote or hinder the ability of independent innovation in Shanxi province? The article researched that there were long-run equilibrium and positive correlation relationship between enterprise independent innovation capability and the level of IPR protection in Shanxi Province and the level of IPR protection was Granger cause of the enterprise independent innovation capability by using econometric methods of correlation, regression analysis, co integration and Granger causality test,and using Spss statistical software. Then we proposed Intellectual Property strategy for increasing the enterprise independent innovation capability by the level of government and enterprises, establishing effective and reasonable intellectual property strategy, so it can provide a good intellectual property environment for enhancing independent innovation capability of Shanxi Province.The main contribution of this paper is analyzing the relationship between the level of IPR protection and the enterprise independent innovation capability by econometric methods and statistics software, obtaining there were long-run equilibrium and positive correlation relationship between the two and the level of IPR protection was Granger cause of the enterprise independent innovation capability.
