Research On The Relationship Between Intellectual Property Protection And National Technological Progress In The Transitional Period

In the period of transition,the development of national economy depends not only on the progress of technology,but also on the domestic market environment and system construction.It is of great significance to maintain or create a suitable market environment and institutional arrangements for the transitional countries.China is the same,after decades of rapid economic development,the economy is facing new internal and external situation,to explore a new path of innovation and development is particularly important.In the new stage,a new development model put forward new demands on the power of national economic development,the progress of technology has an irreplaceable role for the development of the country and the enterprise.That is to say,the improvement of technology level is the key factor for China to overcome the structural dilemma in short term and promote the long-term economic growth.And the intellectual property protection system has an important influence on the improvement of a country's technological level.Based on the analysis of the influence mechanism of the national technology level,this paper argues that the technological progress has two main sources:domestic independent innovation and foreign technology entry,and the level of protection of intellectual property rights have a certain impact on these two sources.This paper first evaluates the level of intellectual property protection,technological progress,the ability of independent innovation and the introduction of foreign technology.Two kinds of VAR models are constructed,and the relationship between the sources of technological progress and the progress of China's overall technological level,the protection of intellectual property rights and the sources of technological progress are studied by using the method of empirical research in the past 31 years.First of all,I use Ginarte-Park's method that Han Yuxiong,Li Huaizu(2005)had improved to build evaluation index system of intellectual property protection,and calculated the level of intellectual property protection from 1985 to 2015 in China;Using the method that Social Sciences Department of National Statistics Bureau of China measure innovation capacity,and improved or replaced a part of index to calculate China's independent innovation capacity index and the level of technology in nearly 31 years.Hausman(2007)profit expectation model is used to analyze how intellectual property protection affects a country's independent innovation capability.Through theoretical analysis,the paper concludes technology spillover channels of foreign direct investment,import trade,foreign technology introduction,and the impact of intellectual property protection on the technology spillover effect of each channel.Secondly,the VAR model is built with the independent innovation ability,trade import and foreign patent introduction as explanatory variables,technological progress as variable being explained.Impulse response analysis shows that the impact of technological progress on independent innovation,FDI,trade import and foreign patent four are responding,but the impact of disturbance on independent innovation is the most sensitive,followed by the introduction of foreign patent,the other two of the disturbance sensitivity be roughly the same.The results of the difference square decomposition analysis show that,in the long-term dynamic change,the ranking of the contribution of technological progress is:independent innovation,FDI,trade import and foreign patent technology.The contribution of independent innovation and the contribution of the latter three are generally the same.Then,this paper constructs four VAR models with independent innovation,FDI,import of trade and the introduction of foreign patents with the level of intellectual property protection.Impulse response shows that,in the short-term impact of intellectual property protection level,the most sensitive response is the introduction of foreign patents,the most sluggish is FDI,independent innovation and trade import response is almost the same.The analysis results from the variance decomposition,the protection of intellectual property rights in the four kinds of technological progress to promote the influence of size is as follows:the foreign patent application authorization,the ability of independent innovation,the amount of import trade and foreign direct investment.Finally,the paper makes an analysis of the previous research,and summarizes the conclusions from four aspects of technical progress.According to the actual situation of our country,this paper puts forward some policy suggestions on strengthening the protection of intellectual property rights,paying attention to the quality of attracting foreign capital and optimizing the channels of technology introduction.
