Research On The Organizational Structure Rebuilding Of Welfare Lottery Sales System In Liaoning Province

July 27,1987, in order to alleviate the abnormal shortage of welfare funds, the first welfare lottery was issued in China by the Ministry of Civil Affairs with the approval of the State Council. It found a new way to collect welfare funds and opened a new chapter in the history of lottery in China. After two decades of development, a nation-wide welfare distribution system with two branches, the welfare lottery and the sport lottery, had been established, this system was composed of four ranks, the state, province, city and county, and it was operated flexible and managed strictly. The annual distribution of the lottery had reached 1662 billion, which provided great amount of funds to develop welfare and sports affairs, and also became the main source of welfare funds.May 4,2009, The Lottery Management Regulations was published and went into operation since July 1,2009.The regulation changed the distribution system from four ranks to two, from the state, province, city and county to the state and province. At present, the most important task for the Welfare lottery system was how to do without affecting the safe operation of the original sales system during the time of changing. Thus, the provin-cial lottery management had to face the problem, which is how to reform the organizational structure.This article with the background of solving the real problem which faced by the Liaoning Province Welfare Lottery sale administrative center, guided by the basic theory of organization structure and the theory of restoration of enterprise structure, deeply analyzed the present situation of Liaoning Province Welfare Lottery sale administrative center, by the means of the value chain analysis tools; found the gap between the present organization structure pattern and the strategic goal; taking the technological process as the center combined with present position restored the organization structure; transforming the traditional administrative level structure into the advanced service department system organization, achieved the organization flexibility. The article provided "the centralization pattern organizational structure", "the decentralization pattern organizational structure" as well as "the region management pattern organizational structure" three kinds of organizational structure design to the Liaoning Province Welfare Lottery sale system organizational structure. By analyzing the three kinds of organizational structure good and bad points, intended to find the science organizational structure model, adapting to the current situation. The article provided a direction which could be chosen by the restoration of organization structure, for the domestic brotherly provinces and cities welfare lottery sale system.
