Research On The Optimization Of Public Welfare Lottery Distribution Model Based On Social Welfare

From 1987 to 2014,during this past 28 years, the sales of Chinese public welfare lottery has soared from 17.4 million yuan to 382.378 billion yuan, the lottery industry has a sharp rise in sales, and a rapid expansion in the scale. The public welfare lottery has also contributed immeasurably to development of Chinese public welfare while gathering a large number of the Community Chest. The sales has soared, and showed growing gratifying situation, but at this encouraging moment, we also need to recognize that there are some problems behind the good situation:Whether the current lottery issuance standard of the lottery industry can meet the greatest needs of the social welfare system? Whether the sales is the only goal for the welfare lottery to pursue? Where is the deeper target direction outside of the sales?Public welfare lottery is still a sunrise industry in China due to it has a short development time, immature policy and other reasons. This paper put forward lottery natural monopoly from the perspective of the public goods theory. The four characteristics of a natural monopoly are:1, the fixed costs precipitate; 2, public welfare; 3, non-selectivity; 4, part of the business can be competitive. We discuss how to improve the Lottery internal structure, play set, channel direction, lottery buyer protection and other issues according to the natural monopoly characteristics. We propose some recommendations on Chinese public welfare lottery system in terms of the waste of resources caused by duplication, the protection of lottery buyer, the introduction of reasonable competition mechanism. And for the different opinions of the reform orientation, we should analysis and comment on the natural monopoly characteristics of quasi-public. At the same time according to the three core of distribution theory, analysis the redistribution of the current social welfare whether positive transfer, and put forward development proposals on Chinese public welfare lottery Therefore, the theme of this article is "Chinese public welfare lottery system research". We want to return the nature of the public welfare lottery, through analyzing several issues in terms of the current development of Chinese public welfare lottery, and optimize the adjustment. Ultimately improve the overall welfare of society, and promote the rapid development of public welfare lottery.
