Public institutions are Chinese-characteristic social service organizations engaging in education, science and technology, culture, health and other service activities, and for the public interests purpose which are held by government organs or other organizations with state-owned assets.Being a third party between the government and enterprises, the Public institutions play an important role in the societies in which we live. The rapid development of economy, Industry restructuring and optimum distribution of resources make the organization framework, personnel form, property right and other relationship in the institutions complicated, we confront much more difficulties and resistance to reform than ever. In 2008, when the implementation of the Personnel System first open the ice-breaker trip to the reform of institution, we must not overlook the role of the compensation management design which to be as the key process of the reform.Under the background of the financial crisis, how to implement the institutions of the salary management reform, and introduces the performance salary will have the extremely vital significance to enhance the affection of 38 million employees,raise the institutions of the organizational performance and service level and further improve the social public service system.China continually researches the establishment of institutions in line with the characteristics of the compensation system. Although the fourth wage reform in 2006 make many institutions staffs' activeness have different degrees of improvement, there are many institutions, however, due to the no specific benefit indexes, lack of experience in theory with practice, salary management positions in the settings, status evaluation, performance evaluation and a series of supporting links which are generally lagging behind, especially to some in a period of transition from non-profit to the profit-making, the post performance of positions to play the role of compensations is seriously affected.In this paper, profit making institutions design integrity of the management post performance-salary system, with the focus on a run through research institutions the status quo and pay management operation status, focusing on issues of research with modern human resource management approach, based on the work of analysis Posts set up and improve the performance appraisal and evaluation of the value of established posts, a combination of external salary survey pay system, improve the management system of pay related management system, improve the institutions pay for the management to explore new ways and methods for institutions pay reform of the management decision-making reference.
