China's electric power industry is featured by "supply in the west and demand in the east", and for a long time, with the commencement of construction of numerous large new-energy power plants, this tendency will continue. Provincial differences in economic development also led to the widespread inter-provincial electricity trading. Therefore, it is significantly meaningful to research relevant issues in inter-provincial electricity trading. Under this background, based on various domestic and foreign theories and research fruits, this paper focused on the inter-provincial and cross-area optimization of electricity generation rights trading, and included risk optimization of provincial grid companies with inter-provincial electricity purchase as well as a few other coexisted transactions. First, based on the characteristics of prevailing unbalanced distribution of primary energy and inter-provincial cross-trading, the discussion of the mechanism of coal transportation and electricity transmission in different provinces and areas, and the coal-consumption correction as well as grid loss, this paper constructed two power generation trading models minimized the integrated coal-consumption. One is corrected by coal transportation cost and the other by coal transportation cost and grid losses. Simulation results show that the first new model performed better in respect of energy efficiency than traditional model, and the second model truly reflected the integrated energy saving effect of inter-provincial electricity trading. Second, for the risk optimization problems with the coexistence of inter-provincial and cross-area electricity transactions, the paper established a Markowitz-portfolio-theory-based electricity purchase risk optimization model of provincial and inter-provincial electricity purchase for provincial grid companies. Simulation results proved the effectiveness of the proposed model.
