| Electricity market target model (EMTM) is a significative and practical project in the world. In recent years, many developed and developing countries begin to learn from both the successes and problems associated with the experience to date in the global electricity sector reform. They have recognized an unusual set of physical and economic attributes and correlative principles or institutions characteristics. These attributes and characteristics must be recognized and incorporated into the creation of competitive wholesale and retail markets, and the application of performance-based regulatory mechanisms regulates network segments to lead to more efficient markets and better performance. According to the target and guidelines of Chinese electricity sector reforms, the thesis presents the EMTM. In the same way, the thesis also recognizes those attributes and characteristics in Chinese electricity sector, by comprehensive utilization of economics, power system technology , mathematics methods, and computer science , EMTM that the thesis studies is the syntheses system including competitive mechanism, regulatory mechanisms, and industrial policy. The main contributions of this thesis are organized as follows:In Sector one, the thesis firstly analyzes and learns from both the successes and problems associated with the experience to date in the global electricity sector reform, and presents related suggestions to design the EMTM. Secondly, defines the EMTM, and describes its significations. Thirdly, design the thesis frame and introduce the method of obtaining EMTM.In Sector two, according to institutions economics theory, the thesis firstly presents a model that analyzes electricity industry organization during Vertical separation of competitive segments from natural monopoly segments. And then by this model, the thesis presents Chinese electricity industry competitive organization. Furthermore, making reference to the Modularization theory, the thesis studies the function and framework of the EMTM, and describes its main contain.In Sector three, the thesis firstly presents the Unified regional wholesale trading framework and Common regional wholesale trading framework. Secondly studies the trading agreement of centralized dispatch and decentralized bilateral trading. Thirdly, develops Economic Dispatch model and method. These will contribute to economic allocative efficiency.In Sector four, the thesis firstly analyzes a number of unstudied aspects of retail electricity competition. Secondly, presents retail electricity competition model, and its analysis appears to be an especially difficult challenge for serving residential and small commercial customers. Thirdly, the thesis develops Chinese local retail electricity competition framework, and propose some approach to increase retail margin of the local distribution companies and electricity retailers. In Sector five, the thesis discusses the following three problems: Firstly, presents the electricity market risk evasion methodology of the EMTM. Secondly, develops the methodology the Implementation of short and long term locational signals in transmission tariffs. Thirdly, according to Chinese present situation, the thesis discusses signification and presents mechanisms of funding for electricity Universal Service Obligations.In Sector six, a secure electricity supply requires continuing adequate and timely investment across the entire chain, so the thesis develops the Dynamic Decision system to ensure capacity Investments in Chinese Liberalized Electricity Sector. The Dynamic Decision system includes the following three models: Optimal Generation Expansion Planning under New Environment model, Decision support for choice optimal power generation projects: Fuzzy comprehensive evaluation model based on the electricity market, and Study on Dynamic Decision Making Model of Investing New Power Generation Capacity Based on Real Option Theory in Electricity Markets.In Sector seven, the thesis studies incentive regulation methodology from two aspects. On the one hand, the thesis develops trading maid body regulation methodology as following three models: Oligopolies Conduct Model, Incentive Regulation Model on Transmission Service Pricing, distribution price and service quality Regulation Model based on Data envelopment analysis-Malmquist. On the other hand, the thesis develops market performance regulation methodology as following two models: Game Model of Electricity Market Entry, market performance regulation based on principal component analysis.In Sector eight, the thesis presents EMTM practicing scheme of Dongbei and Nanfang region electricity market in next stage reform. |
