After thirty years of reform and opening up, China's economic system has successfully transformed from the planned economy to socialist market economic system. The ultimate goal of China's science and technology system reform is to achieve the perfect combination of technology and economy, so as to continuously improve the promoting significance of scientific and technological innovation on economic development. In the implementation of the innovational national strategy, the cooperation between enterprises and universities can enhance the capability of independent innovation, improve competitiveness of national and regional, integrate science and technology, education and industry resources. Especially in the context of economic globalization, the cooperation between industries, universities and academies has been an important mean to promote technological innovation and progress, in the new situation, industry-university strategic alliance has become the internal demand for the common development of enterprises and universities.Firstly, this study begins with the strategy and urgency to enhance the independent innovation capability of China, carefully studies a large number of domestic and international theories about the industry-university alliance, and summarizes the status of domestic and international research on this theory, establishes research methods including theoretical analysis and empirical measurement, quantitative and qualitative, questionnaire design, sample selection, data collection and so on. Secondly, based on the analysis of literature, this study proposes a set of measure motivation index system of the industry-university alliance for universities as well as enterprises. It measures the difference between enterprise and university in alliance motivation using factor analysis. Again, it uses questionnaires to measure the basic alliance models, and analyzed differences from each other's choice under different perspectives. Finally, according to the actual situation of China's enterprise-university alliance, this paper proposes some targeted policy recommendations for its innovation and development.
