| To coordinate the relation of income distribution among government, enterprises, individual in GDP growth is main course on total implement of scientific thought of development and constructing a socialism harmonious society. It is also an important approach to improve the people's livelihood and urgent need for the transformation of economic development.Since reform and opening-up, China economy has been increasing sustainably and rapidly along with the deepening of China's economic reform. There has been rapid increase in GDP, the accumulation of national wealth and public living standards have continued to be promoted. However, in the context of economic prosperity, social contradictions become pronounced, including income gap, disorder in income distribution and other distribution-related issues, which are hot issues for the publics. This cardinal issue is the source of the people's livelihood issues of today, affecting social harmony and stability and healthy development of national economy.Based on the situation in Henan Province, the author analyzed the status of national income distribution in Henan Province, with a macro analysis on income distribution and an empirical methodology of comparison analysis. Since reform and opening, the allocation of GDP of Henan Province presents a clear tendency of government and enterprises among the government, enterprises and individuals. Meanwhile, the proportion of citizen income in GDP continued to decline. The uncoordinated distribution pattern cause directly the hardly change in the "investment-driven" model of economic growth in Henan Province, the low proportion of consumption, low consuming demand, also growing income gap. The consequent social inequities in distribution impact the social harmony obviously.Henan Province has a complete industrial departments and a relatively sound social management the government architecture. In the centralized administrative system in China, trade from province to province can be considered as the international trade between countries. Therefore, this article is based on a comparative analysis focusing on income distribution data between Henan Province and other countries, which leads the a relative scientific conclusion of that: With the rapid development of economic industrialization, distribution of national income shows an inclination to workers; when at the level that GDP per capita in the range of 1000-8000 U.S. dollars, the proportion of compensation of employees is apparently increasing, and beyond that of corporate income; the higher the degree of economic modernization, the more proportion compensation occupied in GDP, while the lower for that of governments and enterprises. And vice-versa counter is. Within the countries and regions which in a high degree of economic modernization, in the in the mid-late stage of industrialization in which GDP per capita reached 4,000 U.S. dollars, the national income would be more stable in distributing relation among governments, enterprises and individuals, and compensation of employees'accounts for the highest proportion of GDP.Through the research on the status of distribution of national income Henan Province, the author attempt to trace the reasons for its formation and existing problems, analyze the trend of its evolution and make the relevant judgments. The following factors have led to such tendency of governments and enterprises in national income distribution in Henan province, companying with the decreased proportion of personal income in GDP: the guiding ideology of"value Capital factor but light Labour force factor"in economic development, the dependence of approach on technological progress, economic transition and developing stages and the impact of industrialization, the market-oriented initial distribution system which is non-standardized, and the imperfect government-led redistribution system.We should have a dialectical view on the problem of tendency of government and enterprises in distribution of national income in Henan Province while the decreased proportion of personal income in GDP. On the one hand, we have to acknowledge that distribution of national income at this stage has its rationality, legality, which could mobilize the enthusiasm of all departments in the society and enhance economic efficiency. On the other hand, we should pay more attention to the generated negative impact on economic development, social harmony and political stability, which will lead to social disharmony and restrict further economic development.Combining the situation of Henan Province with the data analysis and discussion in the article, the author makes several targeted recommendations from the following perspectives: economic development strategy, public finance, emphasis on working knowledge elements, and establishment of social security system and regulation of monopoly industries... |
