Nowadays with the rapid development of economy and the change of industrial structure and demographic situation, our companies are facing more complicated and versatile environment. Power enterprises are no exception. With the deepening of the power industry reform and the development needs of power companies, if the power enterprises want to evolve in the smart grid of the larger environment ,the management of power enterprises have to take relatively effective measures to change the existing management concepts, to liberate thinking, improve operational efficiency, arming himself with a strong vitality into the part of the Smart Grid.In this century, the people is the most important resource, it has been recognized by many companies, so the enterprises are reforming human resources management , and thus enhance the position in the enterprise. However, there are many ways of reform, and now the human resources outsourcing reform is a good way in this thesis. But now the research to human resource outsourcing is still at its preliminary stage. How to make system decision of human resource outsourcing, which way we can adopt to manage human resource outsourcing is still the problems needed to be study.First this paper expounds the background, then introducing the corresponding theories of human resource outsourcing and project management. Second the paper expounds the current human resource state of power enterprises, pointing out the possible problems existing in power enterprises; In the key part of this paper, from the project management angle this paper formulates human resource outsourcing based on the project management requirements and procedures, including analyzing human resource outsourcing decision-making by introducing AHP, analyzing human resource outsourcing contents by introducing fuzzy comprehensive evaluation method, and making choices for choosing suppliers by using comprehensive multi-index group decision weighting; then ,to assess for the service of the supplier and this project. Finally, to the carry out, control and risk questions of this project, this paper does system expatiates too. By studying this paper puts forward some new view and research method in human resource outsourcing decision-making and management, and wishes by doing these can provides some useful references for help for the development of power enterprises human resource outsourcing of our country.
