While the extraction and development of conventional oil and gas has entered into declining stage, it is inevitable that the development of unconventional oil and gas become the current trend. As our country has not started to develop the unconventional gas in big scale due to lack of experience and late start, to mitigate the current shortage of natural gas supply and expedite the development of the country's rich unconventional resource, the state-owned companies are encouraged to cooperate with foreign oil companies and learn their experiences. As Shell owns very advanced technology and rich management experience, also because of the successful cooperation in Changbei Project, Shell acquired the opportunity to cooperate with PetroChina on two unconventional natural gas Projects (also called new projects) in Sichuan Basin. Although Shell is a company with 100-year history, but how to manage the Project better and maintain good cooperation with PetroChina, while dealing with many challenges which is a worthwhile topic to study.The structure of thesis is consists of four parts, the 1st part is the brief introduction of Shell's history, background of the new projects (unconventional natural gas cooperation Projects) as well as the process for oil and gas industry, development concepts of tight gas and shale gas, also the cooperation model for oil and gas development cooperation internationally. The 2nd parts mainly states the basic information and status of the new Projects, staffing for the new Projects, and all challenges faced to the new Projects, the weakness and problems that the Projects have. The 3rd part mainly explained Shell's working procedure, internal organization set up and also the proposals to deal with the challenges and problems. The 4th part briefly stated the strength and sustainability of the new Project management.The characteristic of the thesis is that studying the problems and challenges faced by the new Project while working for the new Projects, made use of the actual cases to analyze the problems and challenges from the starting up of the Projects, setting up of the Project organization and staffing, then come out with feasible proposals for improvement. Hopefully it will at certain degree prompt the smooth running of the Project and also contribute to the future foreign cooperation projects for oil and gas.
