As an important part of the project management, risk management is established as an especial subject of the project management in the 1980s. Through effective risk management, the loss will be reduced and earnings will be enlarged, in the end, the expected goals of the project are achieved. Risk identification is the first step of the project risk management, and also is an important one. So the study on the risk identification is very importantIn this paper, the process capability index and monitoring are analyzed and contrasted firstly, and then the characteristics and applicability are pointed out separately. Secondly, taking process quality control methods as theoretic background, this paper introduces the idea of process capability to modern project management. Based on the method of process control, this paper regards the project as a process and researches the method of project risk index identification, and then evaluates and identifies the risks. Thirdly, the pre-control chart which is fashionable at present and Shewhart control chart which is common used in quality control are introduced into the project risk management. At the same time, aimed at the different characteristics of the individual projects and similar projects, the Pre-control chart and Shewhart control chart are used to identify and monitor the risks respectively. Finally, with a specific manufacture project of a company, the author uses the pre-control chart to identify and monitor the schedule risks of the process, which has improved the efficiency of the project management effectively. Through this case, the usage of the pre-control chart in the project risk identifying and monitoring has been explained in detail.For individual project short of abundant data, pre-control chart is applied to identifying and monitoring individual project risks, and in which making and application processes are adapted to individual project much more. Based on lots of statistic, Shewhart control chart is applied to the management of similar project risk, which shows the progress change along with time going and analyzes the reasons and gives some advices to the executants.The features and innovations of this paper are embodied in the following three aspects: First ,The method of process capability index is introduced to the identification of project risks, and by which risk is rated and identified. Second, pre-control is introduced and the pre-control chart is designed for risk identification in different stages and whole risk identification. Third, according to the analysis method of Shewhart control, the Shewhar chart is built for risk identification.The control chart methods provided in this paper is not only suitable for analysis of the project risk identification, but also can be extended to the general risk management, and provides a means of analysis and implementation methods for the key risk identification.
