The Research On Differentiation Of Rural Social Old-age Insurance System In China

Since the reform and opening-up, great changes which have been taking place in china have greatly influenced the traditional patterns of old-age support in rural areas. The problems of rural elderly pension have received widespread attention. How to solve this problem properly is not only related to the basic livelihood of the rural elderly, but also the realization of a series of goals to construct the new socialist countryside and build the harmonious society, and so on. A variety of rural social old-age insurance systems exist is a result of the diversity role of peasants which is an important symbol of the Chinese dual society structure transformation and the imbalanced development between urban and rural areas.This paper starts from the diversity of rural social old-age insurance system, using document research, comparison research, theoretical analysis and policy research method combined, to in-depth research on this problem. First, the author analyzes the present situation and the causes of the diversity of rural social old-age insurance system. Second, the author research on the main models of old-age insurance system in foreign country, and draw on some experiences from them. Third, according to our own national conditions, the author analyzes the rationality of construction of rural social old-age insurance system which bases on different regions and different groups. Finally, the author puts forward the idea of constructing the diversified rural social old-age insurance system. On the one hand, we should further expand and improve the construction of new rural social old-age insurance system, to cover the entire group as soon as possible. Meanwhile, according to different level of economic development, we can adopt different measures. On the other hand, according to actual condition of the migrant workers and land-lost peasants, we should respectively establish a transitional old-age insurance system to ensure their protection from the system. At the same time we must prepare for the link of systems, which will be good for the systems integrations in future.
