Studies On The New Rural Social Pension Insurance Of Changsha

The new rural social endowment insurance is the important component of the social security system of our country, a basic project which is gradually narrowing the gap between urban and rural areas, improving urban-rural dual structure, advancing the equalization of basic public services and an important preferential agricultural policy to realize the masses of rural resident looked after properly in the old age, promote family to be harmonious, increasing peasant income. In 2009,10% of counties (cities, districts) began to pilot the new rural social endowment insurance, individual payment, collective benefits, the combination of government subsidies financing structure, taking social pooling and individual accounts of the basic system model treated by the basic old-age endowment insurance and personal accounts endowment component. However, the new rural social endowment insurance is brand-new, far less than one year from the pilot. There is inevitably some system deficiencies and practical operation problems. This article objectively analyzed the endowment status of rural residents in Changsha, the difficulties of the new rural social endowment insurance pilot phase to Changsha,and proposed a series of measures to solve these problems:Devote more efforts to propagating in policy, accelerate the legislative process strengthen government's responsibility, strengthen the input power of the government finance; deal carefully with and shift the problem of continuing with the current the pension system; reform the management operation mode of the personal account fund, promote competence for added value of value preserving of the personal account, etc.This article is divided into five parts, the first chapter clarified the background and significance of this topic, and domestic and foreign literature were evaluated; the second chapter explained the theoretical foundation of the new rural social endowment insurance, and probed into the meaning of setting up new rural social endowment insurance; Chapter three objectively analyzed the endowment status of rural residents in Changsha, the difficulties of the new rural social endowment insurance pilot phase to Changsha,and proposed a series of measures to solve these problems; in chapter four the rural relevant experience of social endowment insurance both at home and abroad was explained; Chapter five proposed the way and countermeasure of the new rural social endowment insurance problem in Changsha.
