ABSTRACT:The twelfth five-year plan clearly pointed out that facing increasingly enhanced resource and environmental constraints, we must increase the sense of crisis to build a green, low carbon development philosophy, energy saving and emissions reduction focal points, strengthen encouragement and constraint mechanisms, accelerate the construction of resource saving and environment friendly production methods and consumption patterns, enhance sustainable development ability and improve the ecological civilization level. Building energy efficiency is regarded as the most important part of energy conservation and energy policy, and is the key to achieve sustainable development. It will become potentially the biggest, most efficient way of each kind of energy saving, and one of most efficient ways to ease energy supply concerns and solve society economical development and energy supply conflicts. However, energy efficient building as a high standard, high technology, high input project, has the high costs associated with innovation. The energy saving target is not about sacrificing benefits, but can be achieved by optimization of integration, lifecycle cost management and reaching lifecycle overall economic benefit optimization.This dissertation, through overall analysis and deep research of overseas lifecycle management theory and method of, based on full study and with reference to this theory and method system, integrated building energy saving technology theory, discovers the theory system of operable energy efficient building project lifecycle cost management and control methods that are suitable for our country condition, with Chinese characteristics. To achieve energy saving project, more scientific decision, optimized design, suitable construction organization, production methods and arrangement, in order to ensure quality and meet objectives, target of reducing costs of construction project life cycle.The key content of this dissertation is to elaborate the principle method and technology to build up lifecycle cost definition and control in China. Firstly, to conclude and analyze based on construction project management, engineering cost management and building energy saving technology aspects and theories, erect integrated conditions and the establishment of an energy efficient building project life cycle cost management general analytical framework:Including the construction project life cycle cost management basic theory; energy efficient building lifecycle cost management organizational support, data technical support and evaluation system, and several other parts, combined with energy efficient building projects, ministries business based projects, by using lifecycle cost management in this project to instruct the analysis method of energy efficient building lifecycle cost and come to a conclusion that it's nearly time to promote and implement energy efficient building lifecycle cost definition and control mode.Recommended the introduction of government institutions, relevant policies, regulations and administrative measures to promote the implementation of the full life cycle cost determination and control mode and method.
