Currently, with the market of construction industry rising, construction industry become the national's macro-control of key industries, Coupled with low-carbon economic development model of environmental protection by the State Government. The construction projects are facing great changes. In the new model of development, how to concern the core issue which about the construction cost of management controlling is a problem faced at this stage, this article from the perspective of building life cycle cost management of construction, combined with risk management, controlled the factors which influence of Project cost, made the economy of the project to achieve effective integration to the risk, So that the project life cycle cost to achieve the optimal.The entire process of building life-cycle security risk management, Proceed from the overall situation, put the risk management to the end, Focuses on the different stages of construction cost management research, And making the risk and economy as a starting point, put the construction cost for the economic levers, and on the risk of all phases of the study about the Life cycle of building. Scientific and rational control in the various stages, so that the optimal cost management at all stages, in order to achieve the full construction cost to the optimal control. Feasibility study in construction project, while the energy-saving and environmental protection and to withstand natural disasters is not the main content of the feasibility study, namely, security risk assessment, So with lot of the unascertained factors, it make up in the case of risk to a minimum. While the design of risk prevention, focusing on advanced science and technology, the design to achieve optimum life cycle. During the construction phase, the building features as a one-time construction, construction program focused on the choice of optimization of construction scheme. And from the perspective of the whole life cycle, in the use of value engineering, and combined with BP neural network to select an optimization program, and select the best economic value in the whole life cycle of the program. Use and maintenance of the building, the study of the reliability of the maintenance strategy and the work of repair and reinforcement based on reliability, this can extended the building life in reasonable, thus reducing life cycle costs. In the scrap processing stage to study the recycling of building demolition materials and safe disposal, etc., to further reduce life-cycle costs.Through the entire life cycle of risk management, we can enrich the cost management of the traditional construction project, Make our own contribution to the cost management of the modernization construction project.
