In recent years, increasing number of incidents occurred throughout the world. Natural disasters, disastrous accidents, public health or safety incidents, are all posing serious threat to human and the society. To minimize the impact of those emergencies on people's lives and casualty rate as well, timely and effective medical care is the key. And the provision of medicine is essential for successful medical care activities. Therefore, the establishment of the medicine reserve system is of great significance.This thesis studies inventory-location problem for medicine reserve system design and location-allocation problem for emergent medicine distribution planning under uncertainty and short response time constraints. On the basis of the existing research results and current emergency response system, important factors in reserve location decision-making are analyzed, and models for strategic reserves location problem and location-allocation problem are generated.In medicine reserves location problem, inventory control is also important and therefore two key problems need to be solved simultaneously in order to obtain global optimal solutions. Some reserved drugs such as biological drugs are perishable, which requires corresponding inventory control policy to incorporate perishability and renewal policy into location decision making. And that makes this study different from previous research. Therefore, facility operational cost, transportation cost, perishable cost and service level are considered in the study and an inventory-location mathematical model considering service radium is formulated. Improved genetic algorithm is introduced to solve the problem and a case study is employed to prove the effectiveness of the model and algorithm.In the location-allocation problem for emergent medicine distribution planning, a three layer network which consists of reserves, transfer sites and demand points is designed. The formulated model considers multiple types of medicine distribution, transportation tools, time window fixed demand, and tries to achieve the objective of minimizing total cost. Via testing groups of time window, ratio of land transportation cost rate and air transportation cost rate and the capacities of transfer sites, the impacts of those factors have on the distribution plan and cost is analyzed.Via the comparison with emergency response systems in other countries, flaws in our system are found and improvement suggestions are proposed with the hope of contribution to emergency response system improvement. In solving medicine reserves location problem, an inventory-location optimization model and improved genetic algorithm are proposed. For emergent medicine distribution problem, a location-allocation model is proposed with the objective of minimizing the total cost under medicine reserves system. At last, by briefly summarizing the content of our study, flaws and future research extension were pointed out. The author hopes the study results would aid in improving medicine emergency support system and setting up national strategic medicine reserve system.
