Through reading large amounts of related research literatures, this paper introduced the background and meaning of sustainable development ability post-evaluation of power plant technological transformation project, and discussed the connotation and evaluation content of project sustainable development post-evaluation. The evaluation content is divided into three parts, including:internal factors, environmental factors and social factors.Combined with research material of Lueyang power plant technological transformation project, this paper introduced the internal and external basic situation of this project, and did the medium-long term load forecasting research of shaanxi power market. In order to diminish error and improve the accuracy of the medium-long term load forecasting, proportion coefficient method, residual grey model and regression forecasting model were combined through the AHP method. And this combined forecasting model was used to analyze and prediction research about shaanxi power market in this paper.According to the principle of index system construction, the content of project post-evaluation and the actual situation of lueyang thermal power plant, this paper build the sustainable development capability post-evaluation index system, defined the comments set and evaluation standard of each index. The standard BP neural network was improved by using additional momentum method. This paper build the post-evaluation model of thermal power plant sustainable development capability based on improved BP neural network. The feasibility and reliability of evaluation method was proved by empirical research. This evaluation method was applied to evaluate Lueyang power plant project. Then this paper got the evaluation results and could propose suitable countermeasures and suggestions based on specific problems.Sustainable development capacity of transformation project can be analyzed deeply by the establishment of evaluation index system, the application of intelligent evaluation methods, and the combination forecast model. Through summarizing the experiences and lessons, this paper can provide reference and guidance to judge whether a similar project have continuity and repeatability or not.
