The paper showed the background and significance of the post-evaluation for the thermal powet plant construction project through reading a large number of related research literature, combined with the investigation for the Baoding thermal power plant project. Here we gave a brief introduction as the study subject to supply the basic information for the research below. With the project life cycle theory and the basic principles of process post-evaluation, the content of the process evaluation for the thermal power projects was divided into five stages including: pre-decision-making, the implementation of the preparation, building construction, investment projects implementation and the comprehensive management level, and had analyzed the contents and corresponding metrics for five aspects to provide the basis for the case.The post-evaluation for the early decision-making and the preliminary design and preparations for the constructions was mainly qualitative analysis of specific indicators, and here using matter-element extension model to quantitative research on comprehensive analysis of the implementation of pre-decision-making level by transformating the qualitative analysis to quantitative analysis with correlation function value. The post-evaluation index system for construction building is relatively complex, so this paper used rough set to reduce the indicators system and determined the relative weight, combined with fuzzy set pair analysis theory to compare the eighth Baoding expansion construction project with the same or similar units at the same period. The investment control index was calculated by the appropriate rules, and the TOPSIS method based on improved entropy was used to evaluate the Baoding eighth expansion project and the same or similar units at the same period.The post-evaluation for the integrated management was qualitative analyzed. In this paper, the qualitative and quantitative analysis methods were used to summarize the experience and lack during the implementation of the expansion project, and the specific measures and suggestions for specific issues were proposed.The creation for the comprehensive post-evaluation system and the application of the analytical methods were conducive to the analysis of the problem existing in the process regularly, improved the thermal power project investment decisions, and optimized the strategic planning objectives.
