Along with Chinese electric power market reform being thorough, the power supply enterprise which is under the big market environment of government administration separating from enterprise management, factory separating from grid has developed to a direction of standardized, commercialized company. Power grid enterprises need to study the full performance management theory to meet the operating characteristics.The structures and processes of full performance management system were described. The key performance management tasks of enterprises owned by power grid were proposed from seven aspects. Performance management errors were analyzed. The paper also described how to set performance appraisal target by HU theory. It had strong guides for the implementation of the whole performance management. Full performance management system is the participation of managers and employees at all levels of performance planning, performance guidance implementation, performance evaluation, performance appraisal management activities and other aspects of the results of application of the sum, which includes two loops, the team performance management cycle and individual performance management cycle. The author introduced the methods and steps of BP Neural Network Model in enterprise performance evaluation and indicates the BP ANN model's defects and deficiencies. The paper focused on how to use gray fuzzy comprehensive evaluation method to assess employee performanace level.Related methods in fuzzy math and grey theory were employed.In the process of grey statistics, grey fuzzy evaluation matrix was obtained by definite white function in grey system theory. By grey relational analysis, the weight of each evaluation index was got. According to fuzzy maximum membership degree in fuzzy theory, the employee performance level in power grid enterprises had already been judged. However, by assigning proper mark to evaluation grade; the fuzzy comprehensive evaluation value could also be calculated. An example of practical application was given to show the effectiveness and maneuverability of this method. This paper discussed several adjustment methods of the performance evaluation, given performance appraisal application example results.In the part of whole staff performance management review,the paper selected experinces for reference in typical power grid enterprises of State Grid.At last,a solution of whole staff performance management information system was proposed using B/S model, the technical architecture of system and page framework design standard were discussed. The system consisted of three function modules, performance assessment for organize level, department level and personal level. Data flow and input-output analysis were introduced; key technologies of system implementation were also researched. Practice shows that the system is beneficial to the whole staff performance assessment work in power supply enterprises.
