Nowerdays,our country is having a rapid economic growth,and the environment is at a hard pressure.But the power energy efficiency is at a lower level than other countries.The paper is based on the data envelopment analysis of constant returns to scale(DEA-CRS) and evaluate the power energy efficiency of China's coastal provinces and regions from 1995 to 2008. And the resalt is that the power energy efficiency of Shanghai,Hainan and Fujian is higher and that of Guangdong,Hebei and Liaoning is lower.The efficiency of Yangtze River Delta region is the highest,the second is Pearl River Delta region,and the Bohai Rim Delta is the lowest one. And we use Malmquist index to split the power energy efficiency into technology,scale utility and technical efficiency. Then we can see that the main reason on the decline of the power energy efficiency is the technology backward.However,the reason of the growth in coastal area is the foreward of the technology. The technical foreward utility in Yangtze River Delta region is higher and the efficiency utility and scale utility in Bohai Rim Delta are higher. According to the datas,we use stepwise regression analysis extract the main reason that affect the efficiency.Then set up a regression equation about the economic level,industral structure and the science research. So we can find that the proportion of secondary industry taked in GDP has a negative correlation with the efficiency and the people's life level and the science research have positive correlation with the efficiency. And then reveal that the regional and differences of power energy efficiency in China. Put forward some countermeasures and provided a basis for the theoretical study and improving power energy efficiency.
