Research On The Total Factor Energy Efficiency And Its’ Influencing Factors Of Fujian Province

As the improvement of China’s economy marketization, industrialization andinternationalization, energy and environmental problem became more and moreobvious, the current situation of energy in China is not optimistic. Fujian provincelacks energy, and has a shortage in conventional energy, such as oil, coal, andnatural gas. Its self-sufficiency rate of primary energy is only40%, the large energyconsumption and low self-sufficiency rate will last for a long time in Fujian. Thisthesis will take the nine cities which develop very well in Fujian as the researchobject, using the related theory models to analyze each city’s total factor energyefficiency and its influencing factors during2000-2012. Then we can give advicethat is usful for Fujian government to do a good job of energy conservation andemissions reduction, and improve energy efficiency.First of all, since there is defect when using the traditional DEA model toanalyze total factor energy efficiency, this article introduces the pessimistic DEAmodel for the first time, and considers the optimistic total factor energy efficiencyand the pessimistic total factor energy efficiency together, namely using the doublefrontiers DEA model to measure integrated total factor energy efficiency. Then thethesis analyzes the variational trend and convergence of the optimistic and integratedtotal factor energy efficiency in Fujian. The empirical results indicate that, there is adifference between the optimistic total factor energy efficiency and the integratedtotal factor energy efficiency, the variational trend and convergence of the latter aremore obvious than the former. To a certain extent, this shows that using the doublefrontiers DEA model to measure energy efficiency issue is necessary and efficient.Then, based on the theory of double frontiers DEA model-Malmquistproductivity index, the thesis make the empirical analysis of the decomposition oftotal factor energy efficiency’s growth and its variational trend in Fujian provinceamong2000-2012. So we can find out which factor play an important role in thevariation of total factor energy efficiency. The study found that technical progress isthe main reason to promote total factor energy efficiency, the effect of technicalefficiency to the total factor energy efficiency’s promotion is not very obvious. Specifically speaking, the total factor energy efficiency index of high efficiency areaof Fujian province(Quanzhou,Xiamen,Fuzhou) is the largest, the growth rate is5.6%,and it is mainly due to the improvement of technical progress. In the middleefficiency area of Fujian(Zhangzhou,Ningde,Putian), the technical efficiency indexand its decomposition are largest, but its total factor energy efficiency and technicalprogress index are lower than high efficient areas’, so the middle efficiency areashould pay attention to the importance of technical progress if they want to improvethe energy efficiency further. The total factor energy efficiency and its’decomposition of the inefficient area of Fujian(Longyan,Nanping,Sanming) aresmallest,but they are keeping rising and they also have a large rise space. So theinefficient area is the key area of Fujian to do a good job of energy conservation andemissions reduction, and improve energy efficiency.Further, considering the existence of space effect, the thesis takes the spatialpanel data model to analyze the influencing factors of total factor energy efficiency.First, the thesis uses Moran’s I index, LM statistics and its solid form to test thespatial correlation of total factor energy efficiency among nine cities in Fujianprovince. Meanwhile, LM statistics and its solid form also confirmed that space lagpanel model is more suitable for the analysis of Fujian province’s total factor energyefficiency. The thesis further uses the spatial lag panel data model with fixed effectto analyze the spatial interaction mechanism of the influencing factors to total factorenergy efficiency. The empirical results show that, there is the positive spatialdependence between nine cities’ total factor energy efficiency in Fujian, that is tosay, the improvements of adjacent cities’ total factor energy efficiency will increaseother cities’ total factor energy efficiency. Among the influencing factors of energyefficiency,the adjustment of industrial structure can significantly improve the totalfactor energy efficiency; the positive effect of technological progress and the level ofopening to the outside world to the total factor energy efficiency is relatively muchsmaller; the increase of the degree of government intervention and higher energyprices will reduce the total factor energy efficiency, especially the increase of thedegree of government intervention.Finally, summarizing the full text, putting forward effective policy suggestions to complete the energy conservation and emissions reduction work, to improve theenergy efficiency.
