As one of important demand side management method, peak-valley TOU price was widely applied in many provinces of China. With the socio-economic fluctuations and industrial restructuring, the time-varying of electricity power supply and demand situation is being strengthened, the dynamic characteristics of the power users in response to the electricity price is being increased. There is a need for a reasonable price adjustment mechanism to the TOU price, which has been implemented, in order to ensure the guidance of TOU price to electricity use, and then fulfilling the optimization of resource distribution.Aiming at the problem of period partition in the design of time-of-use (TOU) price, this thesis introduces the common annual sustained load curve of power generation side to perform the study of time-of-use partition on the basis of the full difference analysis of the cost of time-of-use, and uses the algorithm of density clustering to treat the time point of each load class in the annual sustained load curve so as to get "particle range". Then "the largest particle range" of each time point is combined to form a distribution set of time points, and accordingly the annual sustained load curve will be divided into the load ranges. The frequencies of each time point in each load interval are counted and the estimated result of time-of-use partition is formed. Meanwhile, combining with the membership degree and affiliation of each time point in the annual average load curve, the optimal design-making model of period partition is established and the best result of time-of-use partition is chosen from several options. This method reflects the difference of the cost of electricity and the TOU characteristics of power load during different periods, while avoiding the human factors and randomness exist when the border of TOU partition is determined. Finally, the thesis analyzes a particular instance of a region to show the scientific and rational of the model established in this paper.
