The feasibility study of cogeneration scheme, the heat source solutions such as technical and economic factors restricting the funds. Those are many schemes that can be utilized for cogeneration. The traditional evaluation system of cogeneration schemes is purely analyzed from the economic Point of view, but the functional differences between different schemes are neglected. This easily leads to the problems in the stage of the operation and management, such as deficiency of regulation performance, low efficiency in energy utilization, less effective in environment protection, etc. In addition, it is mainly considered how to save a one-time investment in the traditional design. However, as a huge system, the operation and maintenance costs of cogeneration are often prodigious proportion of its life cycle cost, Particularly as the object which is needed to be focused in the design stage, the cogeneration parameters greatly influence the initial investment and operation cost of the entire system.The evaluation of cogeneration projects in the application of value program is not only helps companies to better control the heating cost of the project increase the economic benefits of power generation enterprises, but also can improve the project's social benefits.This paper with the unit costs for function of the realization of the key option comparison, the scheme can realize heating and power supply all kinds of benefits, as value engineering function definition. It will need construction investment and operation period of value engineering cost as the cost definition. Through the different regions of the thermal load characteristics as a condition, draw a certain item schemes evaluation value, as compared further decision-making basis. It will build an assessment model to deal with this situation, utilizing layered analysis methodology, combined with supports of group decision making based on technical and economical experts' knowledge. It is going to state the application of Value Engineering for evaluating cogeneration project so as to establish value function index; the experts score and weight those value function index to obtain the distribution coefficients; then analyze the distribution coefficients with consider the costs of the cogeneration project life cycle to obtain the value coefficient of different scenarios; judge and determine which is the most efficient, valuable and reasonable scenario in different heat loads. This article will apply the above assessment method to Yi Chun cogeneration projects. Analyze the working procedure of the value program so as to verify this method is feasible.This article from construction to be satisfied cogeneration project of function and the Angle of the costs compared value engineering theory is applied in cogeneration project selection evaluation based on the function point of view, constructing the relatively complete cogeneration project function evaluation index system, to choose a whole life process functions optimal, lowest cost plan provides methods.
