| As the foundation and leading industry of the national economy, electricity industry plays more and more supporting role, also undertakes more and more social responsibility. It is the most important of all to protect environment and make sustainable development. The advantages of the cogeneration projects are high energy-saving efficiency and great comprehensive benefits. Their comprehensive impact on the environment, society and sustainable development reflects implementation effects of the national policy. Therefore, the evaluation about the comprehensive impact of cogeneration project is of great significance.The domestic and foreign research overview of projects’post evaluation, environmental impact, socio-economic impact and sustainable development evaluation are summarized, and the relevant basic theory is given. Based on the comprehensive survey of Lubei power plant cogeneration project, the evaluation for environmental impact, socio-economic impact and sustainable development is carried:Firstly, the situation of the environmental impact, socio-economic impact and sustainable development of the project is analyzed, and the corresponding evaluation index system is built. Then the impact evaluation model based on entropy-TOPSIS is built, and the evaluation results are given out; the evaluation model of sustainable development based on principal component analysis-grey correlation is built, and the relevant evaluation results are drawn, too. Lastly, the corresponding recommendations are suggested and the summary and outlook of the comprehensive impact of Lubei power plant are carried on.The establishment of index system of environmental impact, socio-economic impact, sustainable development evaluation and the comprehensive evaluation method application of Lubei cogeneration project provide scientific methods for the comprehensive impact evaluation of the cogeneration project, and also provide a certain reference for the evaluation of similar projects. |
