The Yangtze River is China's biggest river, with 35% of the country's total water resources and 70% of the nationwide inland water transport. As the built of the Three Gorges Dam and the regulation of the Yangtze River waterway, the Yangtze River navigation conditions has been improved greatly and it promoted the rapid development of the shipping industry and tourism and a increasing trend of the demand for the crew. China is the country with the largest crew in the world and now has more than 150 million crew, of which the inland crew is more than 1 million.Compared with ocean crew, inland crew have a low average degree level, in which the primary education is 70% and high school education is less than 20%,while crew with a university diploma is only less than 10%. And the crew practical operation test is an important means to inspect the operational capacity of crew and a main basis to issue certificates of competency.The analysis of the crew's practical operation test scores is based on test subjects and various analysis indicators and a evaluation from different angles. Through the analysis of the crew's test scores, we can do an assessment of the quality and effect of crew's practical operation training and the learning situation of the crew, thus find the weak links of inland crew practical operation and strengthen them with a pertinence, so as to improve the overall level of inland crew practical operation test, ensure the inland water transport safety and raise economic benefit.This study aims at the current situation of the inland crew practical operation test and briefly analyzes current test subjects, process and requirements. Through statistics of ChongQing Wanzhou inland crew practical operation test scores in 2007 to 2010 and the method of statistical analysis, we examed the mathematical characteristics of the scores and analyzed its reasons based on the inspection results. Due to the particularity of practical operation test scores, we did a further analysis on the characteristics of all disqualification subject scores and used a unqualified contribution value analysis method to calculate the unqualified contribution values of various test subjects, and then analyzed characteristics of the unqualified scores, the influence degree as well as the reasons forming this situation according to the unqualified contribution values.In view of the above questions, we propose some suggestion for follow-up training and regulation. This study can further provide a relatively important referance for enhancing the inland crew's operational capacity, reducing lives and property loss on a distress vessel and improving water transport safety situation of Yangtze river.
