Ningbo Port, as a crucial distributing center of bulk chemicals, boasts the throughput ranking 3rd among all the ports in China's mainland in 2009, which is still on a rapid rise. While the risks of HNS pollution incidents occurring in the port are greatly heightened, the research on prevention and control mechanism of HNS pollution and capacity building concerned lag far behind. The happening of an HNS accident will probably lead to a large-scale public crisis and greatly influence the port production as well as the economic and social development.This paper predicts the HNS demand and development trend in Ningbo port by statistical and comparative analysis; objectively assesses the risks of HNS pollution in the port by vessel incident probability theory and pollutant leaking risk probability theory; systematically analyzes the status quo of marine HNS pollution prevention and control in the port from the perspectives of legal framework, policy arrangement, system formulation, hardware equipment and team building; proposes comprehensive measures to enhance the prevention and control capability of HNS pollution in Ningbo port by comparing the legislature domestic and at abroad and learning from the international HNS pollution preparedness, response and cooperation system.
