To maintain steady growth in international trade needs efficient and cheap international logistics, also adequate sources of foreign trade. Reducing cost in circulation of goods is becoming a new driving force in international trade growth though there has small potential of reducing costs in production processes. Sea and railway transport which with low cost and low pollution is an integral part of international trade transport. With the development of foreign trade, it will become an integral part of economic development of ports. Ningbo Port should take advantage of the existing advantages to develop sea-rail intermodal urgently to reach the high ground in foreign trade development. So it is urgently to classify the hinterland from the perspective of international trade costs and enhance the development of foreign trade of Ningbo port.In the theories that explain the motivation of international trade, Comparative cost advantage theory still working. The paper research on the topic about how to classify the port hinterland from the perspective of international trade costs. Firstly, the paper defines the concepts of trade cost and hinterland. Base on detailed analysis of the cost efficiency of sea-rail intermodal, the paper use an example to show: Compared with combined high-sea transport, sea-rail intermodal has a positive benefit in terms of trade costs. Secondly, Combining with the rail transport system of container causal relationship diagram and existing hinterland division method, the paper summed other relevant factors that affect the sea-rail intermodal hinterland division by applying the method of factor analysis. Thirdly, build SOFM network model and make a comprehensive hinterland subdivision of Zhejiang Province. Conclusions are as follows: Ningbo, Zhoushan belong to Class A category; Jiaxing, Huzhou, Jinhua, Quzhou, Lishui and Taizhou belong to B class category; Hangzhou, Wenzhou and Shaoxing belong to Class C category. Conclusions can be converted to a different intuitive color-coded map of the hinterland subdivision. At last, the paper proposed the development of recommendations for the three hinterland based on Combining with the economic development, foreign trade development and export product mix of 11 Cities in Zhejiang Province. Meanwhile, made further research is needed to clarify the direction of the article clear.
