Theory of state and society has always been an important perspective in the research on contemporary China. Study the problem of urban peddlers governance in the perspective of the relationship between state and society, we must first resolve the problem of the interpretation's limitation of the theory of state and society on contemporary China. There is no binary opposition of political state and civil society in China. So we can't use the terminology of rights against the power to explain the China issues. This paper deals with city peddlers management in the perspective of the relationship between state and society. Through in-depth study of the mechanism and function of resistance and power exchange and the case of the gaming between the peddlers and the Chengguan, concluded:Development of market economy promotes the differentiation of the interests, diverse social organizations call for the development of social interests and social power growth. With the growth of Social power, more social resources are organized, and in promoting the development of a new social system. The new system can be seen as the coexistence of a variety of interests but the relative differentiation into the different types of social, political orientation common framework, and thus make political power, economic power, social power to coordinate development to promote the welfare of the county.Further calls upon return to society of state power, separation of state and society rather than confrontation, interaction between state and society need to be further strengthened.This article try to combine the macro-analysis of the theoretical paradigm with case studies, through the observation of urban peddlers governance practices, analyze the governance of urban peddlers during the incident scene analysis, deal with the urban peddlers resolve in the multiple perspective.
