With the personnel management of Chinese government starting to enter the standardization and legalization, the incentive of civil servants is getting much concern. How to improve the motivation of civil servants and increase their job performance is an important guarantee to promote the welfare of the society and country.Huizhou City, State Administration of Taxation is the administration agency in charge of the national tax work, and take a lot of ways and means on improving & perfecting the incentive mechanism of civil services and have achieved a certain results. But there are still some obvious problems, such as the backward incentive concept, unreasonable salary structure, the performance evaluation mechanism existing defects, and the incentive pattern is too single ,.etc.This article analyzes the problems in the evaluation mechanism of civil servants in Huizhou City, State Administration of Taxation and analyzes the basic principles and practical issues of the appraisal inspection mechanism in-depth. To appraisal the civil servants objectively, fairly and accurately is a world-wide issue, but it is also the important part of the civil service scientific management. This article has put forward some recommendations and measures to the Huizhou City civil service incentive mechanism, and to optimize the mechanism by improving the performance evaluation mechanism , linking the performance results to the incentive patterns, and constructing the team culture of civil services.The innovation of this paper is analyzing the civil servant stimulation actuality through survey, it innovatively provides idea in invigorative system and implement.
