The Natural Monopoly In Electric Power Industry And Its Regulation

Electric power industry is close related to people's livelihood. Promoting the power system reformation and creating a suitable regulation mode are important part of China's economic system reform. What is more, it is also the practical needs to promote the healthy development for China's electric power industry.This paper mainly adopts empirical research method and comparison research method. Based on the analysis of the monopoly situation of China's electric power industry, reveals the main problems existing in its development and reform, that is, the electricity legal system needs to be perfected, market orientation reform should be further enhanced and the regulation institution is lack etc; Then, aiming at these problems, using the regulation theory to analysis and discussion its causes; Finally according to our country's basic conditions and foreign mature experience, tried to put forward the target mode on regulation reformation on China power industry, and gives some policy suggestions of rationalization, namely, to establish and perfect the electricity laws system, clearing the position and responsibilities of regulatory agencies, establish a price incentive system, price hearing system and enterprise information openness system.
