Theelectricpowerindustrywas always regarded as themodel ofthenaturemonopolyindustryinthepasttoreceivestrictrulesandregulations.Theelectricpower industry of china was also developed from the pattern that state-ownedelectric power enterprises monopolized and the government unified the industryand centralized the management. In 1985, China implemented the reform in theelectricity generation part to gather capital and start to deregulate the industry.Most countries' electric power industry regulation reform experiences, thecharacter of the industry and the nature monopoly industryregulation theory allindicated the basic guidance of both deregulation and stimulated regulation inthe electric power industry. The regulation reform of electric power industry inChina must absorb the international experiences, but also must explore thereform pattern that suits its own national condition. The industry's marketmechanism regulation reform is to gradually open the transmission anddistribution part to have more sellers and more buyers. The electric power priceregulation reform and the market mechanism regulation reform affect mutually.The short-term goal of the price regulation reform is to establish competitivegenerationpriceandset upassoonaspossibletheindependenttransmissionanddistribution price. The electric power industry regulation reform cannot lackneutral, authority's supervising and managing organization and perfect laws and regulations. The current electric power industry regulation organization ,theelectric power supervising and managing committee urgently awaits to reform.The"ElectricpowerLaw"andrelatedlaws andregulationsalso needrevisionassoonaspossible.
