As an economics development model, Industrial Park has important influence to economy, society and other aspects. From 1980s, according to the actual situation of national economic development, China began to set up large numbers of different levels of the Industrial Park. For about twenty years development, these Industrial Park gradually have exposed many drawbacks. The most serious problem of our Industrial Park is that enterprise in the parks limiting to a simple "getting together" but not forming cluster effects.In this paper, the development of Industrial Park and Industrial Clusters were linked together to discuss because that they have an intrinsic connection, especially, Industrial Clusters can provide a new perspective of Industrial Parks'advancement. Through the theoretical analysis of Industrial Cluster, the paper presents a coupled model about advantages of Industrial Cluster and problems of Industrial Parks, then introduces the case of Suzhou Industrial Park, and discusses the role and functions of our government.Paper firstly analyzes the situation of our Industrial Parks, and associating mechanism of them followd, simultaneously carry on case research and analysis. The following conclusions:(1) The advantages of Industrial Clusters can promote better developments of Industrial Parks. So China should set up Cluster-based Industrial Parks. (2) Drew the general path of Cluster-based Industrial Parks.(3)Governments play an important role in development of Industrial Parks, and support the entire period development of them. Display leading roles in the early stage, supporting roles in the middle stage and innovating roles in mature stage of the development of Industrial Parks.
