The Research On Governmental Policies Of Zhejiang Sme's Financing Problem

Small and medium-sized enterprises (Smes) in Zhejiang have been developed very fast, and they have already become economic main force and have play an important role to economic development in Zhejiang since reformand opening. In 2008 the government have implemented the tight monetary policy, small and medium-sized enterprises in Zhejiang have faced more serious financing difficulties. And at the same time, Smes in Zhejiang have also faced various international and national factors impact:international and local market raw materials have been upswing, RMB revaluation has been speeding, and work force cost has been upswing etc. Financing problem has already become the biggest obstruction on the development of Zhejiang Smes. Comprehensively analysis, the financing problem are caused by Smes own financing weakness, national financial system imperfection, credit system disfunction, and the government policy environment imperfection etc. In order to solve the financing problem,we should enhance Zhejiang enterprises strength, consummate financial and banking institution, and also perfect governmental policies as well; We should also draw lessons from foreign developed countries which have effective measures aimed at smes'financing difficulties; We should establish and fulfill the Smes' financing law system, set up the suitable financing backing system, perfect the Smes'confidence system and social service system etc; We should create various financing ways to satisfy financing demands and thus effectively dissolved the small and medium-sized enterprises financing problem in Zhejiang.
