In 1998,China started the housing system reform which promoted housing marketization.The reform has brought real estate market a driving force. In the course of the housing marketization, on the one hand, the living condition has improved, but also effectively support a number of real estate developers. On the other hand, the demand for residents has been released significantly,which in concequent pushed real estate prices.The direct result of that is causing the decline in affordability of housing low-income people who can not afford the high housing prices. This issue should have been resolved by the supply of affordable housing, but in fact, affordable housing provided by the Government in terms of quantity and quality currently are unable to meet the housing needs of low-income people.In this context, This article will study the supply of affordable housing problem from the perspective of government, we believe that a reasonable supply amount, supply mode, affordable housing spatial planning and operation of the supply of funds are the main problems of affordable housing supply.By addressing all these could help government improve the relationship and market, business, the relationship between low-income people.By introducing the equilibrium theory of public goods,the part of reasonable supply amount analyze the deteminants of affordably housing supply. In the supply mode part,by analyzing the affordably housing type,source and subsidy method,this article concludes that it is necessary to establish a muti-level supply system to meet the needs from different income group.In the spatial planning part,this article focuses on the influence of planning on the utility of people,and also gives the improve advice.In the fund source,this article suggests that the government should promote fiscal fund marketization,extend the financing channel and increase efficiency of fund operation.In the empirical part,combining the conclusions drew from theory part,we focus on affordable housing supply situation in Shanghai.At first this article analyze the reasonable supply amount in Shanghai,and finds that the government should supply 30% of the total housing supply, and future reasonable supply amount is also predicted.We examine the supply mode in Shanghai, and find the experience of establishing multi-level supply system and cooperation with developers should be applied in the other part of China. When it comes to the spatial planning of Shanghai,the writer conducted a survey on the poor and middle-income families,in order to find out what is more important when they chose the site of residence.The result comes like:the poor and middle-income families are more concerned about transportation,basic facilities,ecological environment and layout of the construction.Shanghai government improve the efficiency of fund operation and broaden funding sources by applying BT mode, using loan financing platform and introducing insurance funds and REITs.This paper aims to combine theoretical and empirical approach to conduct in-depth study affordable housing supply,and give the pratical solution to government in addressing the issue of affordable housing supply.
